Spanish citizenship does not change where you live, but it changes the nationality and identity document held in public records. Your municipal padrón may still be linked to the NIE while you book with the new DNI. That mismatch can stop SARA from validating the resident discount.
Information reviewed on 27 August 2026. Each municipality manages its padrón and travel certificates, so channels, fees and timing vary. Follow your town hall and carrier instructions for the actual journey.
Understand the records
- The municipal padrón records habitual residents and should show your current nationality and document.
- A general padrón certificate or volante proves address or residence for ordinary procedures.
- A travel residence certificate is specifically used for the air and sea resident discount. Royal Decree 1316/2001 gives it six months’ validity from issue.
- SARA is the automated residence check used by booking systems. A positive result means the Ministry does not require you to carry the travel certificate, although valid identification is still required.
Spanish nationality alone is insufficient. You must also be registered as living in the Canary Islands, Balearic Islands, Ceuta or Melilla and buy an eligible regular route.
Prepare
Have your valid Spanish DNI, old NIE/TIE if retained, NIE–DNI concordance certificate, current padrón evidence and access to the municipal online service. Do not request a new padrón registration if you remain in the same municipality: ask for a personal-data amendment so the existing history remains continuous.
1. Update the padrón
Ask the town hall to change the document from NIE to DNI, nationality to Spanish, and names exactly as shown on the DNI. Correct birth details too if they differ. Change the address only if you actually moved.
Las Palmas de Gran Canaria explicitly treats nationality and identity-document changes as amendments to personal data and asks for both the current and old document when the identifier changes. Other councils may request the DNI, nationality record, concordance certificate or their own form.
Keep the receipt. Download a new padrón document and check DNI, nationality, names and address. If you need to prove length of residence, request a historical certificate; it serves a different purpose from the travel certificate.
2. Test SARA before paying
Select resident status when starting an eligible flight or ferry booking and enter details exactly as they appear on the DNI. The sales channel queries SARA before issuing the ticket.
If verification is positive, retain the booking confirmation and travel with the valid identity document linked to the ticket. The municipal update may take time to reach every system, and there is no single published propagation period for every council and operator. Test early rather than at the airport or port.
3. If SARA fails, obtain the travel certificate
Request the certificado de residencia a efectos de bonificación de viajes from your municipality. Do not assume a generic volante is equivalent: La Laguna’s official page lists the travel certificate separately from ordinary padrón documents.
Depending on the council, it may be issued online with Cl@ve, DNIe or a digital certificate, at a municipal kiosk, or in person. Santa Cruz de Tenerife asks for a valid original DNI, passport or residence card for an in-person request. Fees also differ between municipalities.
Check that the certificate uses the new DNI rather than the old NIE. State rules give the certificate six months’ validity from issue, but the carrier may require it to remain valid both when booking and travelling.
4. Keep every name and number identical
Use the DNI names and document number without inventing abbreviations or reverting to the NIE. If the ticket was issued before the DNI or with another identifier, contact the carrier before travel and follow its correction procedure.
Carry the valid identity document used for the booking, the valid travel certificate when SARA did not verify, and the booking confirmation. A discounted passenger may be refused travel on that ticket when identity or residence cannot be proved or the details do not match.
5. Confirm the route is eligible
Royal Decree 949/2018 set an indefinite 75% state discount for eligible direct regular air and sea routes between the non-mainland territory and the rest of Spain. Inter-island journeys and regional top-ups have their own rules. Optional services, international stopovers and tourist products are not automatically discounted.
Before paying, check the route, resident price, excluded fare components and boarding evidence with the carrier.
Common problems
- SARA still finds the NIE: confirm the municipal record now shows the DNI and Spanish nationality; use a current travel certificate as backup.
- Names do not match: use the DNI spelling and order and provide concordance when requested.
- The certificate still shows NIE: ask for it again after the padrón amendment is complete.
- The ticket already contains NIE: contact the carrier before buying a duplicate ticket.
- Travel is imminent: obtain the valid certificate and ask the operator to confirm the required documents in writing.
Recommended order
- Amend document, nationality and names in the padrón.
- Download updated padrón evidence.
- Test SARA during a booking flow.
- Obtain the travel certificate if verification fails or departure is close.
- Match the ticket, DNI and residence evidence.
- Recheck before each journey while systems transition from NIE to DNI.
Ready when
- the padrón shows the DNI, Spanish nationality and correct details;
- you kept the amendment receipt;
- SARA verifies you or you hold a valid travel certificate;
- the ticket uses the correct name and DNI;
- the carrier’s documentation requirements and route eligibility are confirmed.
